Forging North American Energy Security

The second NAFI conference, organized in collaboration with the Escuela
de Graduados en Administración pública y de política
pública (EGAP) of the Instituto Tecnológico y de Estudios
Superiores de Monterrey (ITESM) and the Consejo Mexicano de Asuntos Internacionales,
took place on the 1st and 2nd of April 2004 in Monterrey (Mexico) and
focused on the theme of North American energy resources: oil, natural
gas and electricity. More than 200 people from political, economic and
academic sectors attended the event.
The conference brought together:
- 210 participants from the three NAFTA countries;
- 47 speakers from Canada, the United States and Mexico, specialized
in energy issues;
- 23 organizations, partners and sponsors;
For two days, speakers discussed issues related to intensifying North
American integration toward a strengthened energy security of our continental
region. Many ideas were discussed, particularly the creation of a North
American Investment Fund in respect to the Mexican oil sector.
To obtain the program as well as the presentations of our speakers, please

Pastor has proposed a way out — deeper integration. Canada, Mexico
and America have to go beyond Nafta and start building "a North
American Community". The United States and Canada should only contribute
to such a fund, though, if Mexico contributes an equal amount through
new taxes and implements the reforms that will make its economy more
competitive, said Pastor"
